Sarkozy Immigration Bill: Summary of Planned Changes

This analysis by FASTI (Federation of Associations of Solidarity with Immigrant Workers) refers to the version of the bill presented to the Council of Ministers on March 29, 2006 .

“  The government, with this project, sets up a utilitarian perspective of the immigrant as a labor force and not as a person.

The project will promote the supply of labor from extra-community people whose precariousness and subjugation to employers will be the daily lot. Only the foreigner perceived as profitable for the French economy, the qualified student who will have been carefully selected or the disposable foreigner at the end of his contract will be acceptable. France will therefore shamelessly draw on the manna of manpower represented by poor countries but on its own terms, instituting the phenomenon of “Kleenex” immigration.  “
